   Instapundit has a terrific post up about the [1]legal climate of fear
   in Washington. I frankly think this is the exact same problem that the
   Clinton administration faced, which is why I have so little patience
   with Clinton-bashing on terrorism (and, for that matter, why I think
   Paula Jones shouldn't have been allowed to sue Clinton until he was
   out of office and that Ken Starr should never have been appointed).

   I guess you could say it's all a legacy of Watergate, but if so it's a
   pretty deadly and destructive legacy, especially when we look in
   retrospect at the behavior of Presidents before Nixon which was just
   as bad or worse (some of the things LBJ, Kennedy, and Roosevelt pulled
   make every single thing that the Bush administration has done to date
   look like kindergarten stuff).
