   Iraq's oil-distribution law [1]has moved to the parliament, and is
   expected to become law within the month. With [2]major reserves
   recently discovered in Anbar, there's now even more incentive for the
   Sunni Arabs to get their act together so economic development can
   begin there.
   Which may explain [3]this:

     The Anbar Salvation Council has formed an expeditionary unit or
     units, designed to operate outside of Anbar's provincial
     boundaries, apparently with the approval of the Iraqi government.
     The group is taking advantage of its tribal affiliations, which
     span the provincial boundaries. It is using the intelligence gained
     from former insurgents in its midst to attack al Qaeda and other
     Sunni insurgent groups in their strongholds.

   This is apparently how the alleged attack on al-Masri developed.
   On another positive note, Iraq enjoyed a rare day without a major
   bombing.
