What are we doing in Iraq?

   I mean that question in the most technical, legal sense. We won the
   war-- 21 days after we started it. The occupation is over-- we turned
   sovereignty over to an elected Iraqi government years ago...

   So, if we're not at war, and we're not occupying, what are we doing?
   I've been curious for a while...
