   The immmigration bill's greatest fault was its complexity; the text of
   the resolution was so immense and convoluted that critics and
   proponents could not even agree on what the bill's provisions actually
   entailed, making a coherent defense (or even a substantive debate) of
   the bill nearly impossible.
