   I. Bush is unique among Republican presidents in that previously the
   expansion of executive authority (at the expense of other branches and
   the States) was mostly engineered by Democratic presidents.

   II. This is not consistent with conservatism.

   III. We are a more centralized state today than we were in 1992, but
   we were a less centralized state in 1988 than we were in 1978, so
   there is hope.
