Notice that [1]Rudy Giuliani still refuses to say he's running for
   President.

Even though he is already campaigning and raising money.

I've noted this many times before: Rudy Giuliani never declares that
he's running for any political office. He has said, quite openly, that
the one time in his political career where he announced his candidacy,
he lost the race, and since then he has never announced his candidacy
for any office, and has never lost an election.

What amuses me about this amusing and trivial policy is that Rudy's
said it openly, he's told the press outright that he never officially
announces he's running for anything. Yet still, the press spends
endless time on him and wondering when he's going to announce he's
running for office. Just notice that New York Daily News story I
linked above, how it says he's "Inching ever-closer to declaring a
White House bid." Jeez, can you be more dense? He will never declare
that he's running. And yet the press will continually sit around
talking about how he'll probably announce he's running soon.

At first I thought this whole "I never announce" philosophy was an
amusing and harmless superstition. But I start to wonder if it isn't
clever and astute on Rudy's part. It seems to cause a constant press
buzz, where they endlessly wonder if and when he'll announce--even
though he's frickin' told them openly that he'll never announce, they
   sit around wondering aloud anyway.
