     Canadian Prime Minister Stephen Harper's government will introduce
     a motion in Parliament asking lawmakers to recognize Quebec as a
     nation ``within a united Canada.''

   ([1]Bloomburg

   Harper is doing this to head off a full independence bill that is
   being sponsored by the separatist block. Either: A) the PM is scared
   that the bill-- even by failing-- will reignite the separatist
   movement B) the PM hopes that this compromise will settle the issue
   forever, or C) the PM believes that an independence bill would pass,
   but with his bill in competition the two bills might weaken each other
   and kill both...

   Without knowing a whole lot about the situation, my money is
   tentatively on C...
