   Hmm. Newt Gingrich and Dr. John T. Gill have an editorial in today's
   Wall Street Journal saying that [1]recent tort reforms have
   dramatically improved patient access to health care in Texas.

   I'm never sure I've got a hold on how much tort liability plays a role
   in these things, but it appears that reform has made a difference in
   Texas, if those numbers are to be believed.
