   From what I understand, the genocide in Darfur operates like this:
   janjaweed militias surround a village, the Sudanese bomb it, the
   militia then moves in to rape/pillage the survivors.

   What we should do at a bare minimum is declare the airspace a no-fly
   zone. Take down any Sudanese plane that violates it.

   Second, the janjaweed militias themselves have camps, move in numbers,
   etc. A search and destroy campaign needs to be inititiated so that the
   janjaweed can no longer oerate openly. You can't obliterate them but
   you can hamstring them.

   Third, we call for medical and civil service volunteers - from the US,
   UK, Australia, Europe, and Turkey - to join a Darfur Renewal Program.
   Volunteers would rotate in for two months. NATO would assign
   detachments of troops to protect the volunteers.

   Fourth, we create train and equip a civil defense force from the
   native Sudanese. No heavy armaments but simply light pistols and basic
   training.
