   Term limits.
   Why not? As the party with fewer incumbents in an age where incumbency
   is everything, it disproportionately benefits them anyway. Voters
   [1]consistently like the idea. And with Abramoff/DeLay/etc., this is
   their year to be the Party of Ethics.
   The Republicans campaigned on term limits back in 1994, with GOP
   challengers even offering voluntary pledges to only serve a certain
   number of terms, and (shockingly)[2] a few of them even lived up to
   those promises, and (even more shockingly) they did actually pass a
   term limit for chair of committees. The GOP did not, of course,
   implement congressional term limits, which could allow the Dems to
   seize the high moral ground =E2 if their own incumbents are willing to
   sacrifice for the party and the country.
   Besides, it=E2s a good idea. In addition the fact it would help to
   prevent lobbyists from forming lucrative lifetime relationships with
   their targets, think how different things would be right now without
   the Presidential term limit. The level of hatred displayed by the
   opposing party for the last two Presidents has been unhealthy; the
   Clinton Death List is still out there somewhere and I shudder at the
   thought of another four years of Bush Derangement Syndrome. The term
   limit gives all the partisans a chance to take a deep breath before
   getting ready to hate the next guy.
