   The Secretary of State has said that [1]the U.S. will enter
   discussions with Iran if it first agrees to verifiably give up its
   nuclear weapons program.

   It seems a reasonable response, but it seems the regime is merely
   trumpeting this as an excuse to further iterate that it will never
   give up its program. So was it a mistake to try that? Should Rice not
   have even made the offer? I honestly can't decide.
