Changing the incentives

   Yesterday there were three posts here at Dean's World on the current
   hostilities between Israel and Hezbollah. In [1]the first post, Dean's
   World associate Ron Coleman took the Bush Administration to task for
   not taking a more dynamic role. [2]Dave Price commented on Iran's role
   in the hostilities and took note of the extreme forebearance with
   respect to Iran in the matter.

   Aziz had a pair of posts which attempted to explore the possibilities
   for arriving at a durable peace in the Middle East. In [3]the first,
   he solicited comment on a plan put forward by former Bush 41 national
   security advisor Brent Scowcroft. In [4]the second he opened the floor
   for suggestions from the commentariat.

   In my view any plan short of a military conflagration that none of us
   should look forward to must take the actual goals and incentives of
   the various parties into account. I don't believe that Scowscroft's
   plan does. That's why something very much like it was rejected in 2000
   by Yasser Arafat and, if anything, the positions have actually
   hardened since then.
