     March 22 terrorists attacked a police station in Mandan, south of
     Baghdad. The station was not captured, but four policemen died. The
     police responded by counterattacking, and captured fifty of the
     attackers. As police establish themselves in Sunni Arab towns,
     there is often a showdown with the local tribal or religious
     leadership, as well as any terrorist groups. The terrorists often
     flee, because they know that, once they show themselves, the
     police, with American backup, will find and kill them. But there
     are fewer places for the terrorists to run. Attacking a police
     station, to free your captured buddies, is a suicidal way to
     operate.

   More [1]here, where he notes that this sort of strategy has
   historyically been the sign of increasing desperation by forces which
   are clearly losing.

   Another sign of the increasingly desperate and losing "insurgency"
   (i.e. band of terrorist thugs and murderers) in Iraq is the sharp
   decrease in coalition casualties. I'll be posting an update on that
   later this week. The press will keep dishonestly saying that
   casualties are "mounting," but that's disingeuous at best. As long as
   there are any casualties at all, they'll be "mounting." But the actual
   rate has been declining precipitously since the elections in
   December--exactly as many of us predicted.
