	The Minnesota legislature is predictably silly and
	tends to preen as much as deliberate over serious
	matters as a matter of course. That fact itself is
	not newsworthy. However now and then they turn
	themselves into a living parody of a legislative
	body, playing to the electorate like bad actors
	seeking cheap applause from their audience.
